CPU_COUNT and Resource Manager Caging Instances; What does "approximately" mean?

In  Oracle 12c Reference, under CPU_COUNT when used with Resource Manager plans where the word, "approximately" is used in the description is highlighted below.    I need to know what that means precisely.   I will post it to the Oracle Support Communities forum, too.

                Here is the description which is pretty universal, but nowhere can I find where "approximately" is explained.  Does it mean that if using Resource Manager and CPU_COUNT is set to 8 (for example only)

will instance use up to 8 and only 8 CPUs?

will instance use all 8 CPUs plus grab more if CPU is available outside the caged limit definition?  If so how high will it go?
