Duplicate employee ss number in address book

Hello,

We are in 9.1 2 apps / 9.2.3.1 tools release and have a dilemma.  Somehow 2 employee records were created in JDE long ago with same social security number.  Both had same social security number, with 1 record having a search type of IN (record that was actually in error).

Issue is someone wanted to update address information and they were getting a hard error "SSN or Other Employee No. Already Exists.

To get around this error, our master data rep cleared both records of the social security number.  The address was updated, but SS cannot be added back due to this hard error.  We just want to update the correct address number with correct social security number.
