Programmatically upload report file in Report Manager ?

Under Report Manager menu Report Submission --> Manager Files, you can manually upload files such as report file from custom report, and publish them or save them in repository. Is there API or some programs you can call to upload files and and publish or save them in Report Manager repository ?
