Database Upgradation and Migration

Hello,

I've a 10g database running on Windows 2003. And my requirement is to upgrade 10g to 11g db and migrate from win 2003 to win 2012. Would like to know the following:

1. Is that possible to do the same ?

2. If yes, which step should I proceed with ?

     (a)  Upgrade and Migrate (or)

     (b)  Migrate and Upgrade ?

3. Can you help me with any document/steps for this ?
