EPBCS, Why Dashboard run time display is different from planning user's display when choose Hide bor

We are design our month end dashboard. We have some forms, commentary, and url picture display in one dashboard, so we don't want to see border. In Dashboard setting, we choose Hide border.

In Design mode, we click to view Run Time, no border. But when end user see it, some forms show boarder, some not, so it's looks mess up. We are using fixed layout.
