4337 DMAAI and Product Cost Detail Flag OFF

We are performing ST/OT transactions.  The item has the following F30026 setup:

A1 - 50

X1 - 10

This results in a frozen standard of 60

When we perform the OT the following DMAAIs are being kicked off (assume quantity of 1):

4310 - $70 (standard + X1)

4320 - $60 (standard)

4337 - $10 (X1)

The branch plant we are doing this in has the product cost detail flag OFF.

We tested this with two branch plants with the product cost detail flag ON and we are not getting a 4337 DMAAI.

Is this working as designed?
