Report Builder 10.1.2.3.0 Fails to open - Faulting module name: KERNELBASE.DLL

Report Builder fails to open some reports.  Initially, I thought we had gotten around this by first logging into the database then opening the reports.

However today I have come across a report which cannot be opened even after first logging into the DB.

The event log reports the following:

Faulting application name: rwbuilder.exe, version: 10.1.2.0, time stamp: 0x42ea43b7

Faulting module name: KERNELBASE.dll, version: 10.0.14393.1770, time stamp: 0x59bf2bcf

Exception code: 0xebad198c

Fault offset: 0x000daa12

Faulting process id: 0x4f4

Faulting application start time: 0x01d36eb39def947c

Faulting application path: C:\DevSuiteHome_1\bin\rwbuilder.exe
