Migration error - LocalAccountCRUD - Cannot add user 'oemOCxxxx' : unable change token. Authenticat

Anyone seen this , and know what causes it ?    Retrying the migration usually works. 

It seems to me that its just trying to add a temporary user account to the server , and its failing for some reason.

Could it be related to having ldap enabled on the control domain ?
