Best Practices on Amount Only vs Qty Reqs/PO

Are there any standards or best practices related to when a Req/PO should be amount-only or not?   I know the standard is that it could be used for Services, but wanted to know if there was anything more detailed than that. Or if anyone could chare their thoughts?
