Migration of server to a Cloud, added IPV6 connectivity to existing IPV4. EMCA create dbconsole is

We have a Oracle 11.2.0.4 database Windows server that is now in a Cloud (PAAS), with a changed IP address.

We have dropped the EM repository, and can recreate the EM repository separately but cannot create the DBConsole service.

It is failing to connect to the database.

Pinging the server from within itself shows a IPV6 address.

Pinging the server from another server shows the IPV4 address.

Do we add an additional listener entry for the IPV6 connectivity?

Why is the Emca tool not able to connect using the IPV4 connection (TCPIP)?  Can we force it to use the IPV4 connection?
