in Retail Price Management (MOSC) Question

I have a question on the flat file that is produced from the PromotionPriceChangePublishBatch.

In what specific scenario would I get a TPCI/TPCIL record in the flat file?

In RPM, I have modified Active promotion components where I cancel an item and/or location then run the batch and the file output never contains a TPCI/TPCIL record. Instead a get a MOD file where the End Date is changed on the TPDTL record. Am I supposed to get a TPCI record? In the Ops Guide it says this record is optional. Not sure why.

We are using RPM Version 15.0.1
