Project Contracts Expired Type Status

I have two statuses set up in Project Contracts as "Expired" type statuses. They are called Expired and Inactive. When I am sitting in the change Contract Status screen I can only get to the Expired type statuses if my Contract is in a HOLD status already. I cannot see them if the status is an entered or active type currently. Why is this and how do I change it.

I want to be able to make an Active or Entered Contract Document Expired (Without putting it in a Hold status first.)
