Issue with the new enhancement

Our environments got migrated to 17.11, along with this upgrade one of the nice functionalities is, if there is only one workflow action on any given step then the workflow action will be prepopulated. We are having an issue with this enhancement.

Prior to this enhancement, since the workflow action was not chosen as default, workflows were route based off the DDS choices.

In one of our BP's (see image below)

1. One of our BP's we have PM having multiple choices to route.

2. Since these choices are not workflow action, it is added to a Data Element (with Dynamic Data Sets) as there are other mandatory fields which determine the path of the workflow.
