Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Why I can't reinstate two partial retirements? Why only the most recent is allowed?

The user did two wrong PARTIAL RETIREMENT and now we have to rololback thesituation to original status. How can we do that?
