table deletion

Hi,

In JDE 9.0 , we trying to delete payable records in F4945, to do that, we did a custom report to delete the records from F4945, But I execute the custom  UBE it deletes the record, whereas If another BA does, UBE executed successfully,but the expected records in F4945 is not deleted, Is this because of table security, Pls advise with solution.
