How to Add Paper Clip Icon and Attachments to AR Approve Adjustments Form (Doc ID 1313868.1)

Hi.

I've reviewed a DOC ID (How to Add Paper Clip Icon and Attachments to AR Approve Adjustments Form (Doc ID 1313868.1)) which seems to resolve an issue we have with users being able to delete attachments.  However, I need to know if we can restrict this functionality to a user or, preferably, a specific responsibility
