Oracle on Linux Performance

hello, I'm new to this discussion and not sure if this the right forum for my question.

We have code that connects using ODBC to an Oracle Linux server running Red Hat Linux and and Oracle DB running 12c. The client is reporting slow performance compared to running on a Sybase box. Our Linux and VM engineers were monitoring the service and they noticed that the code would only use one of the 4 CPU cores available. I think that this is normal behavior but wanted to confirm that Oracle would only use the resources it requires for the job. Can you confirm or correct me if I'm wrong?
