Can Supplier Registration be approved without the Supplier status being automatically approved?

During supplier registration, the supplier answers profile questions that the supplier processor will need to take action on once the supplier is created. We would like the supplier registration to be approved but the supplier header status to remain Pending until the processor takes action based on the supplier profile questions. Is this possible? or is the approval of a supplier registration always going to mark the new supplier as approved?
