Can't access BUI in zs3-2 to activate Diskshelf - WHY?

Hi everyone,
I am working on a storage server that hasn't been using in over a year and can't see the disk drives/storage.

The shelf has (top to bottom):

ES1-24 (switch)

X4-2L (server)

X4-2L (server)

ZS3-2 (controller)

ZS3-2 (controller)

DE2-24C disk shelves (4 stacks = 200Terrabytes)

We want to use the storage just to save data at this point but the storage drives aren't visible. To make things worse, the OS is corrupted in both servers.

I pulled one zs3-2 controller out and 1 de2-24c storage stack and took it down to my desk (too loud in the server room).
