(HFM) Non Admin Users Unable To Set Filter To See “All Users Running Tasks”

My environment is HFM 11.1.2.4.205, Windows 2012. Can anyone share how they were able to get the 'configom.properties' file to work where All Non Admin users can see the Filter AllUsersAndSessions = true?  This is based on below Doc and I also had a webinar with Oracle Support who assisted me with creating the file in the proper location, but after restarting EPM services on the Web servers, then logging in as a test user with User access, still no luck.
