Expenses Fluid create Expense Report for another user

We are testing PUMs 22-25 and I can see in our demo database that there is a drop down on the Expense Report create tile to select another employee.   I thought this would be a matter of security in our testing database but we have been unable to figure out how to get this drop down function to appear.

Any assistance would be greatly appreciated.
