Need to validate event rules after upgrade

Hi - We are in the process of planning and estimating the effort for upgrade.

Question :

1. If a table is having a new secondary index added ( brand new) , is it required to validate the event rules for the corresponding application or report using this table either through File I/O or business views ?

2. If a table is having a new column added , is it required to validate the event rules for the corresponding application or report using this table either through File I/O or business views ?

It will be great if you could please provide best practice for both custom objects and standard objects.
