On our Work Order screen the charge to business unit field is useless. how do we get this working?

What is wrong.  Everything is charged based on the branch plant field.  We want to be able to assign a Work order to one division as the owner,  but then if a different division is doing work on that Work Order,  how do we charge the other division.   See our custom work order application.   Everthing is charged by the top Branch/Plant.
