Expense Report Approvals are not working properly.

We are on PeopleSoft Application Version 9.2 with Tools 8.55. We are having issues with EX sheet approvals, some of the sheets (not all of the EX sheets) approval messages are not getting published until we bounce the pub/sub servers. For example one EX sheet was submitted on Dec 4th and the manager approved it on Dec 5th but that was not updated in EX Sheet header table until Dec 7th. i.e EX_APPROVAL message was published on 7th and it processed on 7th, not sure why this is happening for only some of the expense reports. Any direction on trouble
