How to find the available balances for all the CCID which has Encumbrance Balance for Year end

Hi Experts,

Can any one advise on How to find the available balances for all the CCID as of Dec-2015 & Dec-2016  which has Encumbrance Balance, So that I can pass adjustment JV to close the available balance as of year end.

Please advise
