Requirement to add Promotional components based on some unique identifies

We have below promotional structure and also we have a requirement to add the promotional components on searching with some unique identifier .

Promotion Structure :

GSM Bundle(CxP)  (Default Qty 1)

Device 1                  (Default Qty 0)

Device 2                  (Default Qty 0)

If i search with Unique identifier lets say X1 i need Device 1 to be defaulted as part of the Order Line items and if i search with X2 i need Device 2 to be defaulted as part of the Order line items along with GSM Bundle(CxP)

To achieve this we can create a different promotion with each device separately then we will end up with many promotions , so we are not considering the option at all
