"Refresh WebLogic Domain" doesn't find all targets

I have an existing Weblogic Domain target in EM that is missing a single Managed Server from one of the Clusters.

There should be 2 Managed Servers listed in MRSCluster:

Repeated attempts of "Refresh WebLogic Domain" have not seen any change.

The Managed Server is definitely in that Cluster:

What can I start looking at to try and get this missing Managed Server into EM?
