Primary UOM for Non-Stock Items

Is it possible to change the Primary UOM for Non-Stock items?  If so, do I need to verify that all POs with this Item number have been complete?  I know Oracle doesn't recommend changing the primary UOM on stock items, but unsure about non-stock items.
