Hi Oracle people,

I'm trying to write a bulletproof query to figure out if system has an open and active adop cycle started. I want to write the query to find out if I can start a new cycle or not.

I'm coming from 11i and I'm having difficulties getting the data model right.

Any of you guys could help ?
