Quality Skip Lot R12.1.3 Question 1

I have a question about skip lot functionality and item setup.  I have found several skip lot white papers, docs but none of them discuss any changes to the item master record.  I have skip lot set up and it works as expected but only if I update the receipt routing and inspection required flags on each item.  Is there a setup I am missing that does not require the item to be changed.  This is the preferred option as we want to minimize item maintenance.   We have a special skip lot rule however...we inspect a new item 3 times
