P31113 is Splitting Suggestions

We are seeing several instances where the Material Issues Program is Splitting Suggestions in the F4611.  It mostly occurs when a partial pick is followed by a material issue.  When we do the partial pick confirmation, the suggestion splits correctly as expected, but if we go ahead an issue that material to the work order, the P31113 splits the open suggestion again.  What causes the P31113 to split suggestions?  The newly created suggestions does not get assigned to a Task and Trip either and there are no processing options in the P31113 to suggests it calls anything in the advance
