Application Menu is missing in IP17.2 and 17.3

Hello,

We have two Siebel IP17 environments on Oracle Linux - 17.2 and 17.3. In both environments we don't see the application menu for Public Sector and Composer. I've tried in all major browsers and using all possible combinations of navigation control and UI theme, and the application menu have never appeared. I found that application menu is displayed when the AppInit event is fired - SiebelApp.EventManager.fireEvent("AppInit"). So at least there is a workaround for that behavior.
