IP2017 Upgrade by Siebel Admin

Hi SMEs,

Currently I'm IP2013 and planning to upgrade to IP2017.

1) Can you please confirm whether I need to use the existing IP2013 Development instance to initiate the IP2017 upgrade

or whether I need to create the new server , then install the IP2017 which include application and database then mapping between IP2013 and IP2017 as like source and target?

2) if I need to setup the IP2017 before starting the upgrade, then what to do while upgrading Production environment?

did I need to create complete hardware machine setup for production before upgrading IP2017?

Can you please clarify my doubts?
