Unable to Create New Role

Hi Team,

I am trying to create a new role, but the Role section is greyed out check the below screen. I am on 9.2 release

I tried from other environment in Fat client and tried in web as well  but facing the same issue.

I tried copying the role,there also I am getting error.

Please help me as I have never seen this thing earlier.
