Mulit-org Access control ( MOAC) for AOL responsibility

Hello All,

We recently installed ESA as additional Language along with US as the BASE language. Implemented MOAC.  MOAC works fine for PO/AR responsibilities.  Do we need to implement MOAC for AOL responsibility, for example "Workflow Administrator Web Application".  currently AOL resps are not MOAC enabled.    We have set  "MO: Default Operating Unit" , "MO: Operating Unit" to US at the site level and "MO: Security profile" is null at the site level.

The reason for the question, when we retry or restart Mexican workflow approvals from Workflow Administrator web applications, it keeps spinning for ever and finally takes OACORE offline due to stuck thread timeout.  Ran the gather schema stats for AOL couple of times.
