E920 Development Client will not install

When I try to install the development client (E920 Tools 9.2.2.1) on a windows 7 workstation nothing seems to happen.  The files are copied to the temp directory and the JDK is extracted to disk, then the command window just closes.

Have 32 bit oracle client installed

E1Local installed fine.

event tried installing java 1.8 92

Installed as a domain admin using run as administrator

Tried running install\setup.exe as well as installmanager.exe

Tried setting _JAVA_OPTIONS for min/max memory

Nothing seems to make a difference.

Using paramFile: Z:\install\oraparam.ini

Checking swap space: must be greater than 500 MB.   Actual 13276 MB    Passed
