Oracle Seeded Algorithm

On implementation of eBS, user credentials are encrypted at point of entry into the database through the application form using through Oracle’s seeded algorithms. Is this point of entry from a network perspective, the client browser or on the application server i.e. if SSL on the  network is offloaded before the application server (at the load balancer) will user credentials be in clear for a part on the network?
