Does R42950 create a new shipment on F4211 if the original Ship-To number (SHAN) is changed?

I have noticed that the shipment (SHPN) on the SO Detail (F4211) will get cancelled and a new one will be created by something running in the nightly job stream.  The F42199 ledger makes it appear to be R42950.  I've received mixed thoughts on whether R42950 is causing the cancellation/creation of the shipment, so I conducted my own test.

Here is what I did:

I created a new order with one order line.  Then, without do anything to the order, I went back into the SO detail (SO Management - Edit Sales Order) and changed the Ship-To (SHAN).  This causes a new shipment to be created -- as expected.  When I check the F42199 record everything is correct.
