Work Order Next Status

Hi, I noticed the Next status of a closed work order ( Status: MZ) as MS (Complete). I was expecting MT (Reopen). Attached with the configured activity rules.

But if I remove the lock for MZ i.e. Blank  Lock Flag for MZ, then the next status is MT.

Is this working as designed. If this is working as designed, can you please explain me how the Next Status field works.
