Limit CPU resources for the database (CPU_COUNT)

I have 3 databases leaving on the same server. (One of them is primary and other two are standby)

Have set CPU_COUNT to the appropriate value for each DB , sum of these values is less then the total number of CPUs on the server.

Sometimes I see that one of the database LBDWH is using the whole CPUs , looking by htop (top) I see that all the threads are 99-100% busy , (considering also that just this database is in primary mode and no others are active at all)

I wrote to support about this problem and their answer is not so informative for me:
