Adding user to Support Identifier

I have attempted multiple times to add a user to our Support Identifier.  Each time after I click on add the system advises there is no Support Identifier matching our identifier number.  I pulled a document from Oracle support on how to add a user and those directions are not working either.  Is there a document I can send my user so she can request her access and I can go in and approve it?  Any help would be appreciated.  Thank you.
