Add Job Competencies Button

Hello Community,

I am currently testing the Performance Management Module in EBS (R12.1.3) and have a quick question regarding the Add Job Competencies Button which is available at the Appraisal stage.

I have created several test Competencies that I can search for at the Appraisal stage and can add them into the Appraisal, by clicking on the Add Competency Button.  I can also automatically add Competencies based on Job, Organisation or Position as well.

Can someone explain the purpose of the Add Job Competencies Button?  I thought it may have been used for adding ad-hoc Competencies??  I've clicked on this particular Button, but nothing happens?
