ADF Domain install issue on WLS 12c

I have installed wls 12c infrastructure and on that installed the BI domain and extended the base domain for ADF components. Ran the RCU to create ADF schemas successfully.

Now when creating the managed instance for ADF, I am getting below error.

Unable to invoke applyJRF because the domain /Middleware/Oracle_Home/user_projects/domains/base_domain has not been extended with JRF template.

In document its mentioned "Applying the JRF Template to the New Managed Server (the follow steps are only for WLS 12.1.3 and not needed when installing with WLS 12.2.1)".

Has anyone faced such issues ? My setup is 9.2.1.6 with wls 12.2.1.2. I am using the same SM agent where I installed Server Manager in Deployment server.
