Requirement: Users That Can Enter Expense is only ‘Employees’ and ‘Employee and Subcontractor’:

Could you please provide your suggestion/advice in fullfing the below requirement.
To accomplish this we tried multiple tests scenarios’ by creating a ‘Security Profile’ but requirement was not fulfilled.
Oracle Support team suggested post the requirement to product enhancement team.
Requirement: Users That Can Enter Expense is only ‘Employees’ and ‘Employee and Subcontractor’:
HR Person Type of a user is decisive factor to create expenses report in iExpense here.
- Instance A : Only the Employee types can use iExpense
- Instance B : Employee and Subcontractor types can use iExpense
CEO will not use iExpense. Assistant of CEO will create expenses on behalf of CEO.
