Pending ECR in Rev table?

Hello All,

I came upon a strange behavior. I was trying to import a Parts object with an excel to update some fields in an environment. This object has a pending ECR on it but it is in Preliminary lifecycle phase with no other ECO in either in Pending or Change History. While validating the import, Agile displayed error message, that as the Item is either Released or has a Pending Revision, I need to use a change to make the update by redlining the BOM.

When I searched the Rev table, I found one row showing the change ID of the pending ECR. Is it an expected behavior? I believe not. In that case is any fix available?
