Action Dropdown not appearing in Manage requisitions page

Hi,

We want to create a change order for an sourced requisition, when we want to edit the requisition through 'Manage Requisition'. we are unable to see the 'Action Dropdown list'. Could you suggest us, how to enable it in Peoplesoft 9.2 environment.
