New Switch "Duplicate Scan ID Default" in image 24 Peoplesoft AM

What is the new switch "Duplicate Scan ID Default" supposed to do? Is there some other setup required? I don't see how it doesn't anything differently when scanning a tag number that also exists in a different business unit.  Plus I couldn't find any info in PeopleBooks.
