Social Security taxes max out at 2017 limits when testing 2018 limits

Hello,

We applied the 2018 PR EOY Phase 2 patch, which included the Vertex 4.2.4 upgrade, into a TEST instance.  We also applied the December 2018 Vertex tax file.

We ran multiple tests to validate that the SS taxes would max out at the 2018 limit which is $7960.80.  But in all our tests, the SS taxes continued to max out at the 2017 limit of $7886.40.

Has anyone else run into this issue?
