Par Replenishment requisitions stuck in Pending status

When a requisition is getting created from Par Replenishment process, the requisition is getting created in Pending status. We are using eProcurement Requisition Approval Workflow (AWE).

In the Requisition Approval Setup, we have setup a criteria to not send any Requisition through approval process if the REQ_HDR.ORIGIN <> CRT.. The Par Replenishment requisitions are not getting routed

to anyone for approval but the Status is Pending. We have run the "Initialize Workflow Rules for Requisition Load" process but the status of the requisition still did not change from 'Pending' to 'Approved'.

We are on 9.2.23.
