Creating Kit/Bundles in JDE to do Inventory Issues on

I know we can create a Kit, stocking type K, but was informed by Oracle that I can only use a Kit with Sales Order not Inventory Issues.  Is there another way to utilize kit/bundle for inventory issues?  The goal here is to purchase the items under the Kit number which will increase the inventory of the Kit and then issue it out to internal departments through the Inventory Issue process to apply the account number.  We would like to use this process in IT for computers.  We have a list of JDE items that we would like to attach
